Where to send your notification

Maryland gives you two supervision paths. Both start with the same notice — only the destination and who reviews your portfolio change.

Option 1 — Local school system

The most common path. Send your Home Instruction Notification to the home instruction office of your county school system (or Baltimore City Public Schools), at least 15 days before you begin.

  • • Search "[your county] public schools home instruction" for the current contact and form.
  • • Email or mail works in most systems — keep a dated copy either way.
  • • Your portfolio is reviewed by the school system, no more than three times a year.

Option 2 — Supervising entity

You may instead be supervised by a church-exempt nonpublic school, an MSDE-approved nonpublic school, or a bona fide church educational ministry — commonly called an umbrella.

  • • Enroll with the umbrella first, then file the same notification with your local superintendent 15 days before you begin, naming the entity.
  • • Reviews happen with the umbrella, on its schedule, not the school system's.
  • • The umbrella verifies your family with the school system each year, but you still handle that first notice.
  • • Confirm the entity is on MSDE's registered list before you rely on it.
